Abstract
RSUD dr. Soedomo Kabupaten Trenggalek merupakan organisasi sektor
publik yang berbentuk Badan Layanan Umum Daerah (BLUD), yang dituntut
untuk terus meningkatkan kinerjanya, yaitu dengan melakukan pengukuran
kinerja. Namun disisi lain belum mempunyai sistem pengukuran kinerja yang
komprehensif yang dapat mengukur seluruh aktifitas organisasi. Tujuan dalam
penelitian ini adalah ingin membuat model pengukuran kinerja dengan integrasi
Balanced Scorecard (BSC) dan Malcolm Baldrige National Quality Award
(MBNQA) untuk memperbaiki sistem pengukuran kinerja yang selama ini.
Integrasi dilakukan dengan mengganti perspektif BSC dengan perspektif MBNQA.
Dengan menggunakan model integrasi ini, akan diperoleh indikator kinerja yang
lebih menyeluruh untuk mengukur seluruh aktifitas organisasi dan lebih fokus
pada misi RSUD dr. Soedomo Kabupaten Trenggalek. Model integrasi ini
kemudian diimplementasikan pada RSUD dr. Soedomo Kabupaten Trenggalek
untuk mengukur kinerjanya.
