IMPLEMENTASI PENGELOLAAN PROGRAM PENGENTASAN PENGANGGURAN RUMAH GEMILANG INDONESIA PADA LEMBAGA AMIL ZAKAT AL-AZHAR KPW JATIM (Analisis Atas Undang-Undang Nomor 23 Tahun 2011 Tentang Pengelolaan Zakat)

Pengangguran merupakan masalah yang sangat banyak ditemukan di Indonesia yang menjadi permasalahan pokok dalam kehidupan masyarakat, yang disebabkan jumlah pencari kerja lebih banyak dari lapangan kerja yang disediakan. Pengangguran juga bisa disebabkan karena pendidikan yang rendah dan kurangnya keterampilan khusus yang dikuasai seseorang,sehingga susahnya mendapatkan pekerjaan. LAZ Al Azhar memiliki Program Rumah Gemilang Indonesia bertujuan untuk mengentaskan pengangguran dan kemiskinan. Jenis Penelitian Dalam penelitian ini, penelitian kualitatif dan Sifat Penelitian ini adalah deskriptif, Pendekatan yang digunakan yuridis empiris yaitu metode penelitian yuridis empiris merupakan metode penelitian hukum yang mengkaji ketentuan hukum yang berlaku serta apa yang terjadi dalam kenyataan di masyarakat. Program Rumah Gemilang Indonesia yang dalam pengelolaannya dibawah naungan Lembaga Amil Zakat Al-Azhar KPW Jatim ini sudah sesuai berdasarkan pada pasal 27 UU Nomor 23 Tahun 2011 yang ayat pertama nya berbunyi : “Zakat dapat didayagunakan untuk usaha produktif dalam rangka penanganan fakir miskin dan peningkatan kualitas umat.” Dengan adanya Program pengentasan pengangguran yang bernama Rumah Gemilang Indonesia (RGI) Surabaya ini yang dalam pelaksanaan program nya mengacu pada UU Nomor 23 Tahun 2011 sesuai amanat UU dalam peningkatan kualitas umat menggunakan dana zakat yang dikelola oleh Lembaga Amil Zakat Al-Azhar KPW Jatim. Oleh karena itu Program ini sangat membutuhkan dukungan dari berbagai elemen masyarakat supaya pengentasan Pengangguran dan Kemiskinan bisa berjalan dengan lancer.Unemployment is a problem that is very often found in Indonesia which is the main problem in people's lives, which because the number of job seekers is greater than the number of job opportunities provided. The Rumah Gemilang Indonesia Program which is under management under the auspices of the Al-Azhar Al-Azhar KPW East Java Amil Zakat Institution, this is in accordance with article 27 of Law Number 23 of 2011, the first paragraph of which is reads: "Zakat can be utilized for productive efforts within the framework of handling the poor and improving the quality of the people." As is An unemployment alleviation program called Rumah Gemilang Indonesia (RGI) Surabaya, which in implementing its program refers to the Law Number 23 of 2011 in accordance with the mandate of the Law in improving the quality of the people using zakat funds managed by the Al-Azhar Amil Zakat Institute KPW East Java.
