Abstract
Produktivitas tambak garam di Desa Lembung Kebupaten Pamekasan cukup tinggi, namun belum mampu memberikan kontribusi yang besar terhadap petani. Penelitian ini bertujuan untuk mengetahui efektivitas program PUGAR terhadap tingkat keberdayaan petani garam rakyat di Desa Lembung Kabupaten Pamekasan. Metode penelitian yang digunakan adalah deskriptif kuantitatif yang menggunakan skala likert dan uji korelasi. Hasil penelitian ini menujukkan bahwa pelaksanaan program PUGAR termasuk kategori efektif. Sedangkan tingkat keberdayaan petani garam berada dalam kategori berdaya. Korelasi antara efektivitas program PUGAR dengan tingkat keberdayaan petani garam berada dalam kategori sedang.
