ANALISIS IMPLEMENTASI PERATURAN DAERAH KABUPATEN PAMEKASAN NOMOR 1 TAHUN 2024 TENTANG PAJAK DAERAH DAN RETRIBUSI DAERAH PADA PRAKTIK PARKIR LIAR DI KAWASAN ALUN-ALUN PAMEKASAN PERSPEKTIF MASLAHAH

This thesis is motivated by the phenomenon of rampant illegal parking, with the discovery of the reality that most people pay parking fees illegally even though there are already regional regulations regarding parking fees. In this case, the implementation of regional regulations regarding parking fees has not been fully implemented in the field optimally. This study aims to determine and analyze the implementation of regional regulations regarding parking fees and understand them through the perspective of Maṣlaḥah.rnThe research method used is qualitative research, the data sources used are through interviews, observations, document analysis, field notes compiled by researchers, and other documents themed on regional regulations. The approach in this thesis research uses the Normative-Empirical approach method in this case the researcher analyzes the implementation of Pamekasan district regional regulations on parking fees by considering the phenomenon of illegal parking in the Pamekasan Square area and its relevance to the Maṣlaḥah perspective.rnThe results of the study indicate that the implementation of the Regional Regulation on parking in Pamekasan Regency has been running effectively through the optimization of communication mechanisms and human resource management. This is indicated by the existence of clear information and socialization by the government to the community and setting parking fees, well increasing the number and quality of parking attendants to regulate and manage parking properly according to the parking regulation. However, through the implementation mechanism disposition of the parking regulation, it has not been running effectively due to the rampant practice of illegal parking which still occurs due to low public awareness, with economic reasons the main factor. This illegal parking causes congestion and traffic density which interferes with the community's ability to carry out activities. The issuance of this parking regulation aims to regulate and manage parking properly, improve services to the community, increase regional autonomy and Regional Original Income (PAD). From a Maṣlaḥah perspective, the implementation of this regulation generally brings public benefits in the form of creating traffic order, providing new jobs for parking attendants, making it easier for the community to park and increasing Regional Original Income.
